PPPoATM for 2.4.1

These are kernel patches _only_, please read Mitch's page to learn how
to patch pppd etc. The two patches here are:

1) Mitch's new style kernel PPPoATM
2) Mitch's lanai driver, reworked a bit to work with newer 2.4 kernels (after
   the softnet changes, and some ATM changes). This will have to do, until
   Mitch can release a new version of his driver.

You may also want to look at my README from the 2.3.39 release, if you
can't get it working. Please note that there has been substantial changes
since then, however.
