elocalloc package

Local allocation macros, with names taken from etex.sty
but with implementation based on the LaTeX 2015 allocation macros.

To produce typeset documentation:
pdflatex elocalloc.dtx

To extract the elocalloc.sty package:
tex elocalloc.ins
