When running a content service (like Wikipedia) where contributions
of content are solicited and then re-disitributed....

Run ads and then pay the contributors.

The problem is: how much do you pay contributors?

Pay them out of a pool of money.  A cut of the ad revenue?

How big a cut?

Have them self-rate the value of their contribution.

The accuracy of the self-ratings can be checked by:

A paid staff that checks ratings randomly.  

Or by volunteers drawn from content creators.
